Fifteen-year-old Royce Witchet was shot and killed on the sidewalk near Westfield High School on Tuesday, Sept. 22. A 14-year-old suspect now faces a murder charge.

The shooting happened on Ella Boulevard between the school and the Spring ISD administration building around 2:35 to 2:40 p.m., shortly after dismissal, according to KHOU. Witchet was taken to a hospital and pronounced dead.

Harris County Sheriff Ed Gonzalez stressed the shooting did not happen on school property. He called the situation heartbreaking on Sept. 23, saying one young life had been lost, another young person was in custody, and two families and an entire community were left dealing with the consequences.

Arrest and charges

A 14-year-old, also believed to be a Spring ISD student, was arrested Wednesday, Sept. 23. The Harris County District Attorney's Office accepted a murder charge the next day, according to Fox 26.

Details read aloud at a probable cause hearing Thursday, Sept. 24, alleged the suspect was dressed entirely in black and wearing a ski mask. He was not alone at the time, prosecutors said. Investigators identified the teen through school records.

A judge ruled Friday, Sept. 25, that the 14-year-old will remain in juvenile custody and must undergo a psychological evaluation, according to KHOU's coverage of the family's push for justice. He is due back in court Oct. 8.

No motive has been publicly released. The investigation remains ongoing.

Community mourns

Dozens of students, family and friends gathered at a memorial near the school Friday. Officers shut down Ella Boulevard as mourners chanted "Justice for Roy!" and "Forever 15!"

"Too many kids are dying in school, where we send our kids off to be safe, and they are coming back dead," a family member said at the vigil. "I don't want nobody else to be standing in a situation like me and my family. Nobody. Parents, be parents and not friends."

A family spokesperson also called for more police officers on campus, claiming only two officers were at Westfield High at the time of the shooting. That claim has not been confirmed by Spring ISD or the sheriff's office.

Spring ISD said in a statement that it was mourning the loss of a Westfield High School student following what it called a tragic act of violence off campus on Ella Boulevard. The district said counselors and increased law enforcement would continue on campus the following week, according to KPRC 2.

Statewide juvenile gun data

The shooting fits a broader pattern. The Texas Juvenile Justice Department (TJJD) received 2,474 referrals in the most recent year on record for juveniles accused of firearms crimes, up from 1,708 in 2020, a 45% increase. Juvenile homicide referrals climbed 65%, from 91 to 150 over the same period, as first reported by ABC13.

The Westfield case was not isolated in the Houston area. KPRC 2 reported three separate teen shootings left three young people dead in recent weeks, each with a teenage suspect facing a murder charge. Houston Mayor John Whitmire said at a Sept. 26 news conference that he was angry confrontations were leading to violence.

The 14-year-old suspect's next court date is Oct. 8.
