Lone Star College System (LSCS) signed transfer agreements with five Texas universities on Wednesday, Oct. 28. The deals give the system's 100,000 students 50 guaranteed pathways to a bachelor's degree starting in fall 2027.
The five partner schools are Prairie View A&M University, Sam Houston State University, Texas State University, Texas Tech University and the University of Houston-Downtown, according to an LSCS announcement. The agreements were finalized at a public signing ceremony.
Under the Guaranteed Transfer Partnership Agreements (GTPAs), students follow one of 50 approved academic pathways that spell out exactly how their LSCS coursework counts toward a bachelor's degree at a partner university. Students who stay continuously enrolled can keep that credit guarantee for up to six years, even if a course requirement changes later, according to the college's GTPA page.
Transferring students enter their partner university with at least 60 credit hours recognized and are welcomed as juniors, according to the GTPA page. Each partner university will provide a dedicated admissions counselor.
High school students taking dual credit courses through LSCS can also benefit. A dual credit course can count toward a high school diploma, an LSCS degree and a bachelor's degree at a partner university, a concept the college calls "Triple Credit."
What it means locally
All five partner universities already draw LSCS transfer students. In the 2024-2025 academic year, Sam Houston State took 1,656 first-time LSCS transfers, UH-Downtown took 963, Texas State took 815, Texas Tech took 349 and Prairie View A&M took 318, according to LSCS data published during National Transfer Week in October 2025. The new agreements formalize credit certainty for future students heading to those schools.
That matters. Texas Sen. Paul Bettencourt, chair of the Texas Senate Committee on Higher Education, attended the ceremony. He said the agreements cut through students' uncertainty about whether they are taking the right classes, according to the LSCS announcement.
Seelpa Keshvala, LSCS executive vice chancellor for academics, said the five universities partnered with the college on a critical step for students: the transfer process. Chancellor Mario K. Castillo said the partnerships help create a path for students to transfer and continue working toward their academic goals.
Strategic plan and related investment
The agreements fulfill a key target in the college system's 2025–2030 strategic plan, which set goals of establishing five guaranteed transfer partnerships with 50 pathways and achieving a 70% university graduation rate for first-time LSCS transfer students by 2030.
Separately, LSCS announced a $4.9 million grant from Houston Endowment to support a student-success initiative called Building Bridges to Credentials and Careers. Klein ISD is among the confirmed partners for that program, along with Sam Houston State, Prairie View A&M and UH-Downtown.
The 50 pathways take effect in fall 2027. Families can find pathway details at LoneStar.edu/GTPA.htm.
