Klein ISD homeowners would pay $7.49 more in property taxes under a rate the Board of Trustees is expected to adopt Monday, Oct. 5.
The rate itself isn't changing. The district's proposed $1.0119 per $100 of taxable home value matches last year's levy, as first reported by Community Impact Newspaper. Klein ISD Executive Director of Communication Holly Mason called the rate the district's lowest in 34 years. Rising home values are driving the increase. The average taxable home value used in the calculation is $190,730, putting the typical Klein ISD tax bill at an estimated $1,930 for the fiscal year that began July 1.
The seven-member board will hold a public hearing during its 6 p.m. meeting at the Frank A. Lemmon Administration Building in Klein, then may vote to adopt the rate. Residents who want to speak must submit public comment requests by 10:30 a.m. Monday through the district's website. A livestream is also available at kleinisd.net.
The proposed rate sits at the voter-approval ceiling. If the board tried to go higher than $1.0119, it would trigger a public election.
Klein ISD serves 52,437 students across 53 schools. If approved, the rate is estimated to generate $5,854 in local revenue per student and $8,011 in state revenue per student. State revenue per student would drop $326 compared with the previous year.
The board unanimously adopted the fiscal year 2026-27 budget on June 8. All seven trustees were present for that vote: Doug James, Dustin Qualls, Nicole Peters, Cathy M. Arellano, Dustin Creager, Rob Ellis and Denise Morrison. Chief Financial Officer Dan Schaefer presented the budget at an April 20 workshop.
The Klein ISD rate is one piece of a larger property tax picture for Spring-area homeowners. Harris County Commissioners Court voted 3-1 on Sept. 17 to approve a 7.6% tax rate increase to $0.67 per $100 of home value, adding an estimated $193 to the average homeowner's annual bill, according to Community Impact.
"Yes, homeowners, your taxes are gonna go up a bit … I don't take that lightly as someone who grew up check-to-check," Precinct 4 Commissioner Lesley Briones said after the Sept. 17 vote.
Harris County Emergency Services District No. 11 (ESD 11), which provides emergency medical services in the area, is also moving toward a rate increase. The ESD 11 board unanimously advanced a proposed rate of $0.0391 per $100 on Sept. 22, estimated to add $2.74 to the average homeowner's bill, according to Community Impact. A public hearing and final vote on that rate is scheduled for Tuesday, Oct. 27 at 5 p.m.
