A new mobile health clinic rolled out in Spring on Friday, Sept. 11, giving uninsured and low-income residents another option for medical care at Precinct 3 facilities across Harris County.

TOMAGWA Healthcare Ministries held a ribbon-cutting for its TOMAGWA Reach Mobile Health Center at 9:30 a.m. at the George H.W. Bush Community Center, 6827 Cypresswood Drive. The Bush Center is one of eight community centers operated by Harris County Precinct 3 and has previously hosted mobile health events, including Harris County Public Health's Wellness on Wheels program in December 2025.

The mobile unit was purchased with American Rescue Plan Act (ARPA) funds provided through Harris County Precinct 3 Commissioner Tom Ramsey's office, according to a post by Constable Mark Herman's office. Ramsey's office said on X the clinic will serve community members at Precinct 3 facilities and locations. Precinct 3 covers Spring, Cypress, Tomball and other areas stretching to Baytown, according to the commissioner's website.

The clinic can also be deployed 24 hours before a major event affecting Harris County, Constable Herman's office said. That means the unit could be pre-positioned ahead of hurricanes or other emergencies.

TOMAGWA, whose name stands for Tomball, Magnolia and Waller, is a nonprofit that provides healthcare to uninsured and low-income families. The organization runs fixed clinics in Tomball, Waller and Magnolia. It serves more than 2,400 patients a year across roughly 32,000 annual visits and fills more than 5,000 prescriptions, according to its nonprofit filings.

The mobile program marks a geographic expansion into Harris County. The Houston Northwest Chamber of Commerce described the launch as TOMAGWA expanding its services into the county.

CEO Timika Simmons, who has led TOMAGWA since 2019, has described the mobile program as extending what the organization calls "the TOMAGWA Way" of care across greater Houston and Harris County, according to TOMAGWA's website. TOMAGWA completed its transition to a Federally Qualified Health Center Look-Alike in 2024 after a three-year process.

"Congratulations to TOMAGWA and everyone who helped make this new mobile clinic possible!" Constable Herman said in a Sept. 11 Facebook post.

Several community organizations attended the ribbon-cutting, including Cypress Assistance Ministries and deputies from Constable Herman's office. Cypress Assistance Ministries said the program will offer residents increased access to healthcare services.
