Spring-Klein homeowners face another property tax increase after Harris County Emergency Services District No. 11 voted to advance a higher proposed rate for fiscal year 2027.

The five-member ESD 11 board unanimously voted Sept. 22 to advance a proposed tax rate of $0.0391 per $100 of home value. For the average household, based on a median home value of $317,484, that works out to $124.05 a year in ESD 11 taxes.

The year-over-year bump is smaller than that figure suggests. The increase adds an estimated $2.74 to the average homeowner's annual bill compared with fiscal year 2026, ESD 11 Chief Financial Officer Tony Farmer said at the Sept. 22 meeting, as Community Impact Newspaper first reported.

The proposed rate sits at the voter-approval rate, the maximum the district can set without sending the question to voters in November.

"This is the highest rate we can levy without subjecting [ESD 11] to a rollback," Farmer said.

ESD 11 provides ambulance and emergency medical services across a 177-square-mile area of northern Harris County, serving more than 700,000 residents. The district handles more than 65,000 calls a year and is funded by property taxes and patient billing. It does not receive sales tax revenue.

The board scheduled a public hearing on the proposed budget and tax rate before a final vote. If adopted, the new rate would take effect for the fiscal year beginning Jan. 1, 2027.

Other tax increases hitting Spring-area homeowners

The ESD 11 proposal lands as Spring-area residents absorb multiple tax hikes.

Harris County Commissioners Court voted 3-1 on Sept. 17 to approve a 7.6% property tax rate increase, setting the county rate at $0.67 per $100 of home value. That adds roughly $193 a year for the average homeowner. Precinct 3 Commissioner Tom Ramsey opposed the rate hike, and County Judge Lina Hidalgo stepped out before the vote.

Spring ISD will ask voters Tuesday, Nov. 3 to approve a tax rate increase of about $55 a year to fund teacher pay, student programs, transportation and utilities.

Klein ISD, by contrast, indicated in June it plans to hold its current rate of $1.0119 per $100 of property value. The Klein ISD board is expected to vote on the rate in October.

Taken together, a Spring-Klein homeowner inside both ESD 11 and Spring ISD boundaries could see roughly $250 more in combined annual property taxes if all proposed and approved increases hold.
